Verified means the issuer said so. Nothing else counts.

There is no universal registry of certificates, so AskIssuer asks the only party who can answer: the organisation that issued the document. Upload a PDF, a scan or a phone photo — one or a hundred — and each file is read, its QR code decoded and its verification code checked against the issuer's own records. Anything that cannot be confirmed is reported as needing review, never as fake.
